Public policies and normative improvement technique: statistical time series analysis of the fiscal incentive program “Produzir” results in the State of Goiás: análises de quebras estruturais em séries temporais de indicadores para aferir os resultados do programa de incentivo fiscal "Produzir" no estado de Goiás (2000 - 2017)

Abstract

The Industrial Development Program of the State of Goiás (Produzir) is the current program of fiscal incentives of Goiás, in operation since 2000 and whose main objective is to contribute to the expansion of the state’s industrial sector, with emphasis on job creation, increase in income and reducing social and regional inequalities. The focus of the present work was to make an evaluation Produzir Program’s results in order to relate the evidences found with the normative metamorphosis process undergone by the program over the years (red tape). The result proves the importance of robust and unbiased analyzes for the normative process of a government program, as well as the need to incorporate a system of continuous public policies results evaluation.
